BI-FSU chief Rendel Ryan Sy has stated that Chen is accused of conspiring with other suspects in defrauding Chinese investors of over 3 million Chinese yuan, or US$412,000, since 2018.

Chen arrived in the Philippines on August 25, 2019, and has not left since.

An arrest warrant has been issued against him by the Pudong branch of the public security bureau in Shanghai, China, and his passport has also been invalidated by the Chinese government.

Chen is also on the BI's wanted list and has previously been ordered to be deported from the country.
