The Commission on Higher Education (CHED) Merit Scholarship Program (CMSP) 2024 is now open to those wishing to study in college at a private higher education institution recognized by CHED or at State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs). The application process began on June 3, 2024, and will conclude on July 15, 2024.
A total of 1,374 scholarships will be awarded to qualifying graduating high school students who apply at 16 regional offices of CHED.

The scholarship will provide full (for students with a General Weighted Average of 96% and above) or half (for those with a General Weighted Average between 93% and 95%) financial assistance that may cover tuition and other school fees, as well as a monthly allowance for student expenses.
To apply, applicants must meet the following requirements:
• Filipino citizen
• Graduating high school student or High School graduate
• General Weighted Average of 93% to 95% for half scholarship
• For Full State Scholarship or Full Private Education Student Financial Assistance, a General Weighted Average of 96% or higher is required.
• Combined parent income for calendar year 2022 should not exceed P 400,000. Applicants must also provide a written certification or medical finding of familial illness, or school certification of two or more dependents enrolled in college.
• Only one government-funded financial assistance application
Documents required for submission include:
• Original/certified true copy of birth certificate
• Copies of front and back certified grades for Grade 11 and first semester of Grade 12 for graduating high school students
Proof of income includes:
• The most recent Income Tax Return (BIR Form Number 2316 Calendar Year 2022) of parents or guardian (if employed)
• Certificate of Tax Exemption from the BIR
• Certificate of Indigency from the barangay in the parent or guardian's name stating the annual income
• Certificate/Case Study from the Department of Social Welfare and Development (DSWD)
• Most recent copy of contract or proof of income for children of Overseas Filipino Workers (OFWs) and seafarers.
CHED reminds interested parties that college students are not eligible to apply for the merit scholarship as it is intended only for Grade 12 students for the upcoming school year.
