A Chinese fugitive is now awaiting deportation at the Bureau of Immigration (BI) Warden Facility in Camp Bagong Diwa, Taguig City after being arrested at the BI main office in Intramuros, Manila on June 26, 2024.

27-year-old Luo Xinya attempted to apply for a visa extension at Immigration when a warrant of arrest issued by the Chongqing Hechuan District Public Security Bureau of People's Republic of China appeared on the computer.

BI Tourist Visa Section Chief, Raymond Remigio, suggested Luo might have thought he could continue hiding in the Philippines despite his case in China.

"He probably thought he could continue hiding in the country despite his arrest warrant in China. What he doesn't know is that our system is connected to the BI's centralized database of derogatory records, allowing us to immediately detect those with deportation orders," Remigio explained.

Luo had a summary deportation order issued by the BI back in 2023 after they were informed by Chinese authorities that the Chinese national had a case and a prison sentence in China.

He was immediately arrested by operatives of the BI Fugitive Search Unit and brought to their warden facility in Bicutan, Taguig City.

Immigration Commissioner Norman Tansingco praised the staff who apprehended Luo and said their system is effective in maintaining public safety from undesirable foreigners.

"Our centralized immigration system is crucial in identifying and apprehending individuals with derogatory records. The swift turnover of Luo Xinya demonstrates our commitment to national security," Tansingco said.
