After hours of deliberation, the Commission on Elections (Comelec) issued a memorandum last Friday (September 27, 2024) evening allowing registered voters from the 10 Enlisted Men's Barrios (EMBO) barangays to elect their congress representative.

According to Memorandum No. 24111, it addresses the contents of Senate Concurrent Resolution No. 23, authored by Senator Alan Peter Cayetano. A similar resolution was presented in Congress by Congressman Ricardo Cruz.

The concurrent resolution proposes the inclusion of the 10 EMBO barangays in the two legislative districts of Taguig City and the municipality of Pateros to ensure that registered voters in EMBO are afforded their right to vote.

"Therein, and Confirming The Increase to Twelve (12) of the Number of Councilors in Each Councilor District of the City of Taguig for the Purposes of Fair and Equitable Representation," is stated in the Comelec memorandum.

Comelec emphasized that they approved the "dispositive portions" of Comelec Resolution 11069, which stipulates:

1. The number of seats in the Sangguniang Panglunsod (City Council) will increase from 8 to 12 for each councilor district.
2. The inclusion of the 10 EMBO barangays in the 1st and 2nd legislative and councilor districts of Taguig City, with the 1st Legislative District and Councilor District comprising:

- Comembo
- Pembo
- Rizal

And the 2nd legislative and councilor district including the following:

- Cembo
- South Cembo
- East Rembo
- West Rembo
- Pitogo
- Post Proper Northside
- Post Proper Southside

"We will issue another resolution regarding their voting in one of the two districts. In the meantime, we merely noted the existence of the concurrent resolution and the supposed additional barangays for each district," said Comelec Chairman George Erwin Garcia.
