For those still without plastic cards for their driving licenses, the Land Transportation Office (LTO) has issued an electronic driver's license or eDL via the Land Transportation Management Systems (LTMS) portal.

Using a mobile phone, tablet, or laptop with data accessible to the driver, the eDL can be viewed at any time required.

A picture or a screenshot of the eDL will not be accepted when requested by a traffic enforcer or anyone else. It must be personally accessed via the LTO portal at https://portal.lto.gov.ph

The LTO assures that the eDL is a valid, secure, and excellent alternative method for the driver's authorization.

The LTO further stated that the privileges and responsibilities provided to physical driver's license holders and eDL are the same, as per LTO Memorandum Circular No. HAV-2023-2410. This includes items related to traffic law violations and penalties for offenses.

According to the LTO, even before the shortage of plastic card driver's licenses, the eDL was already in the process of implementation. Motorists with a paper license can use the eDL while waiting for their physical driver's license plastic card.

Only drivers with a valid driver's license have an eDL on the LTMS portal. This can be activated simply by logging in.

For those who do not have an LTO portal account, you can register an account by visiting https://portal.lto.gov.ph.

Log in using your email or client ID and password. Click the "Digital ID" icon on the homepage, and the eDL will be displayed. The front and back of the eDL are shown, and there is a QR code on the right side where all the motorist's information and the authenticity of the eDL can be verified when scanned.

Due to the implementation of the eDL, it is now possible to drive without carrying a physical driver's license. However, the LTO has also resumed issuing plastic driver's licenses.
