The National Council on Disability Affairs (NCDA) is set to launch a Unified Identification (ID) system, which aims to thwart the use of fake persons with disabilities (PWD) IDs.
This system will undergo pilot testing from January to June of this year, with formal nationwide implementation scheduled for July.

NCDA Executive Director Glenda Relova stated that this measure is being implemented to stop the illegal issuance, sale, and use of fake PWD IDs.
In the new unified ID system for PWDs, there will be both a physical and a digital ID that include biometric data to prevent forgery.
The physical ID, made from PVC with RFID and advanced security features, can be used even offline.
The digital ID, on the other hand, can be accessed via a mobile app or a web portal that features a QR code for verification by establishments or services offering discounts to PWDs.
This mobile app and web portal are linked to the Philippine Registry for Persons with Disability.
The unified ID system will be managed by the Department of Social Welfare and Development (DSWD) and NCDA, in collaboration with local government units and their respective Persons with Disability Affairs Office (PDAO).
The aim is to eliminate fraudulent PWD claimants who use fake PWD IDs to avail discounts, a violation of the rights of genuine PWDs under Republic Act (RA) 10754, or "An Act Expanding the Benefits and Privileges of Persons with Disabilities."
