Upon filing his candidacy, Lino Cayetano assured that he would push for the ten Enlisted Men's Barrio (EMBO) barangays, which originated from Makati City and were transferred to Taguig City, to have their own legislative district.

"On my first day in Congress, I will fight for EMBO's own legislative district. It's necessary that EMBO has its own legislative district that is included and embraced by the Taguig locals. But the 10 barangays of EMBO, I believe, should be the 3rd district of Taguig," Cayetano stated to the media.

"Let's give equal and proper representation to District One and Two. By having a new district for EMBO, the voices of District 1 and District 2 remain whole, and in that way, EMBO's residents can have their own district and voice. The same should be in Congress - EMBO can have its own representative (and pave the way for Pateros one day)," Cayetano posted on his Facebook Page: Lino Cayetano.
