Employees working in local government units (LGUs) across Metro Manila will be set to clock in at 7:00 AM and clock out at 4:00 PM.
This schedule adjustment is part of a resolution passed by the Metro Manila Council with the intention of alleviating severe traffic congestion in the National Capital Region.
The resolution will take effect on April 15, 2024, after its publication in the Official Gazette or a national newspaper of general circulation, and once three copies of the document have been submitted to the Office of the National Administrative Register at the University of the Philippines Law Center.
"All government offices under the Local Government Units located in the National Capital Region shall adopt a modified working schedule from 7:00 a.m. to 4:00 p.m.," states MMDA Resolution No. 24-08. "In the implementation thereof, the local government units located in the National Capital Region are hereby enjoined to enact their respective ordinances."
The Metro Manila Council, one of the policy-making bodies of the Metropolitan Manila Development Authority (MMDA) along with the presidents of the Metro Manila Vice Mayors League and Metro Manila Councilors League, noted that the traditional work hours of 8:00 AM to 5:00 PM coincide with the arrival times at private companies. This simultaneous influx of workers from the government and private sector exacerbates traffic flow.
In addition to LGUs, the MMDA also encouraged national government agencies in Metro Manila to follow or create a modified work schedule to prevent worsening traffic conditions and ensure the continuous provision of public services.
