Batay sa Memorandum No. 24111, tinugunan nito ang nilalaman ng Senate Concurrent Resolution No. 23, na inakda ni Senador Alan Peter Cayetano.
May katulad din na resolusyon sa Kongreso na iniharap naman ni Congressman Ricardo Cruz.
Sa concurrent resolution, itinutulak ang paglalahok sa 10 EMBO barangays sa 2 legislative districts ng Taguig City at munisipalidad ng Pateros upang hindi mawala ang karapatan ng mga rehistradong botante sa EMBO na makaboto.
"Therein, and Confirming The Increase to the Twelve (12) of the Number of Councilors in Each Councilor District of the City of Taguig for the Purposes of Fair and Equitable Representation," ang nakalagay sa memorandum ng Comelec.
Binigyang diin ng Comelec na
kanilang inaprubahan ang "dispositive portions" ng Comelec Resolution 11069 kung saan nakasaad na:
1. Itataas ang bilang ng upuan sa Sangguniang Panglunsod mula sa 8 tungo sa 12 para sa bawat councilor district
2. Pagsama sa 10 EMBO barangays sa 1st at 2nd legislative at councilor districts ng Lungsod ng Taguig kung saan ang nasasakupan ng 1st Legislative District at Councilor District ay ang

- Pembo
- Rizal
Ang 2nd legislative district at councilor district naman ay ang mga sumusunod:
- Cembo
- South Cembo
- East Rembo
- West Rembo
- Pitogo
- Post Proper Northside; and
- Post Proper Southside

"We will issue another resolution regarding their voting in one of the two districts. In the meantime, we merely noted the existence of the concurrent resolution and the supposed additional brgys for each district," ang pahayag ni Comelec Chairman George Erwin Garcia.
