The alleged manager of a Philippine Offshore Gaming Operator (POGO) hub, which was raided in Porac, Pampanga, is now detained at the Bureau of Immigration (BI) Detention Facility. He was arrested at Davao International Airport on June 23, 2024.

The departure of 30-year-old Zhang Jie to Jinjiang, China was halted when BI personnel noticed that his name was included in the immigration lookout bulletin order (ILBO) issued by the Department of Justice against Bamban, Tarlac Mayor Alice Guo, Guo Hua Ping, and 17 others.

Problems were also found with Zhang's visa when he declared that he was jobless, yet his visa is a 9 (g) commercial employment visa.

Foreign nationals who have separated from their company that petitioned for them must first surrender their ACR I-Cards and downgrade their visas.

However, by virtue of the ILBO issued by the DOJ as a representative of the Inter-Agency Council Against Trafficking, Zhang is on the list of foreign nationals who cannot be allowed to leave the country without facing pending cases.

At present, Zhang is detained at the BI facility in Camp Bagong Diwa, Bicutan, Taguig City.
