In Binay's 15-page complaint, she stated that Cayetano committed several law violations after allegedly using offensive and inappropriate language during the Senate Committee on Accounts hearing regarding the construction of a new Senate building in Taguig City.

According to Binay, Cayetano insulted her at the hearing and accused her of spreading false news. Binay added that Cayetano repeatedly blamed her for the chaos in the committee hearing.

Binay claimed that Cayetano's erroneous and defamatory statements against her constitute a violation of Article 358 of the Revised Penal Code and an abuse of his rights as the chairperson of the Committee on Accounts, which, she says, contravenes Article 19 of the Civil Code or Republic Act number 386.

Binay also asserted that Cayetano violated Republic Act Number 9710 or The Magna Carta of Women.

Furthermore, Binay argued that Cayetano did not adhere to the ethical standards for lawyers under the Code of Professional Responsibility and Accountability.

Meanwhile, Cayetano stated that his only intention was to shed light on the ballooning budget for the construction of the new Senate Building, which they discovered has reached P23 billion.
