Cities were ranked based on LSR based on nominal terms, the ratio of LSR to total current operating income, the annual growth of LSR, and total operational expenses.

According to the BLGF, LSR comprises revenues from taxes such as real property tax, business tax, and other levied taxes; and non-tax revenues like regulatory fees, service or user charges, receipts from economic enterprises, and other receipts.
